The scrutiny period to determine whether the Council or the European Parliament had objections to the Commission’s delegated act was expected to end on September 14th . The scrutiny period has now concluded, and the measure is now final: bovine leather is excluded from the EUDR . All that remains is publication in the Official Journal. The international tanning industry, which for years has warned European institutions that including bovine leather (at any stage of processing) among the products subject to the regulation would not help combat deforestation but would instead influence the global market (to the detriment of EU businesses), can breathe a sigh of relief. Leather confirmed out of the EUDR

It’s a story that began in 2021, when the inclusion of bovine hides was mooted during the initial discussions surrounding the regulation. It underwent two annual postponements, when the EUDR’s entry into force seemed imminent (with the associated due diligence burdening tanneries with bureaucratic work that was still at times impossible to complete). The situation only cleared up last spring, when the Commission demonstrated its understanding of the concerns of businesses and industry associations. Now, as Euractiv also reports, the Council and Parliament have raised no objections: the exclusion of bovine hides is definitive.
