By <a href=\"http:\/\/www.internationalleathermaker.com\/\" target=\"_blank\" rel=\"noopener\">ILM<\/a>. <\/p>\n<p>On July 24, the U.S. imposed new tariffs of 10% and 12.5% on imports from 60 trading partners under Section 301 of the Trade Act of 1974. The White House said the duties were introduced in response to countries\u2019 alleged failure to effectively enforce bans on goods produced using forced labour, replacing the temporary 10% universal tariff that expired the same day. According to Reuters, the measures apply to 99.4% of U.S. imports and affect major suppliers including China, the European Union, Vietnam, India, Bangladesh, Indonesia, Pakistan and Mexico\u2014all key sourcing hubs for the global leather, footwear and fashion industries.  <\/p>\n<p>For the leather sector, the new duties arrive at a time when manufacturers are already managing higher raw material costs, subdued consumer demand and ongoing supply chain adjustments. While many raw materials and selected essential products remain exempt, finished leather goods, footwear and apparel imported into the U.S. from affected countries are expected to face higher import costs depending on their existing tariff classifications. <\/p>\n<p>The latest measures also reduce the likelihood of an immediate return to the reciprocal tariff programme struck down by the U.S. Supreme Court earlier this year. Instead, the administration has rebuilt much of its trade policy using Section 301, which legal experts believe provides a more durable basis for future tariff action. Reuters reported that additional investigations targeting excess industrial capacity in countries including China, Vietnam, Mexico and the European Union are already underway and could lead to further trade restrictions.  <\/p>\n<p>Although the new tariffs are lower than some of the reciprocal duties previously proposed, they are expected to become a long-term feature of U.S. trade policy. According to ABC News, economists estimate the average effective U.S. tariff rate could rise to around 11.8% by the end of 2026, while noting that numerous product exemptions will soften the overall impact on trade flows. The publication also reported that tariffs are increasingly being viewed as a permanent element of U.S. economic policy rather than a temporary negotiating tool.  <\/p>\n<p>For leather manufacturers and exporters, attention now turns to whether further product-specific tariffs could be introduced. U.S. Trade Representative Jamieson Greer said additional Section 301 investigations remain in progress, potentially affecting sectors linked to industrial overcapacity.
